A multi-format video decoder and a deblocking filtering method are provided to improve the quality of a restored image by removing block artifacts of a compressed moving image. A multi-format video decoder includes a restoration unit, a deblocking filter(119), a frame memory(100), and a decoding controller(110). The restoration unit restores an inputted compressed video signal. The deblocking filter deblocking-filters the restored video signal and outputs the video signal. The frame memory stores a reference image used to restore the video signal. The decoding controller selects one of the output image of the restoration unit and an output image of the deblocking filter according to a compressed encoding method of the restored video signal and stores the selected image in the frame memory when the image restored by the restoration unit is stored as the reference image.
