Invention is a device having an oscillating elastic arm to drive vessels, includes an axle (4) whereon is drawn a double-arm lever (3), that may swerve horizontally around its axle (4) and that is from one side bent downward, where on that ending thereof by means of a screw (2) is fixed an elastic arm (1), and the other ending is fixed to electric motor (8) with frequency regulator (9), being attacked or attack from an accumulator (11), where onto a shaft (7) of electric motor (8) is firmly drawn on a lever (6), along with a mass (5), and the limiters (10), are fixed to the vessel and are used to limit the amplitude of oscillations of the double arm lever (3), and thereby of elastic wing (1), as well.
