Sufficiently thin to be placed below wall paper without its presence being noticeable, consists of an electron conducting polyester fleece or mat providing the heat generating resistive component on which are fixed metal strip connectors the whole being enclosed in an insulating fibre mat coated on one side with an adhesive to bond the resistance and metal strips together.
