PURPOSE:To realize a small capacity frequency spectrum generating device of a frequency multiplex system by making generation of a speaking call, reading of conversation voice signals recorded in a memory section, calculation of an instantaneous spectrum and calculation of a spectrum mask according to the request of an inputting section, and outputting the calculated spectrum mask. CONSTITUTION:Values of a center frequency omega0 of a signal carrier of an objective single channel SCPC system, the number of services N, and a modulation factor domega are inputted from an inputting section 1 realized by a keyboard etc. Then, the simulation of generation of a call is made. Conversation voice signals a (u) per unit time DELTAT between already stored persons are read out from a storage section 2. Signals of a SCPC frequency modulation system in a time domain is calculated by an arithmetic section 3, and an instantaneous spectrum is calculated by high speed Fourier transform and stored in the storage section 2.
