PURPOSE:To prevent an engine from being abruptly shifted into its constant high speed running condition from its stopping condition during the engine starting, by issuing a predetermined alarm when a high speed running mode is selected through a submission and the operation is selected through a governor mechanism. CONSTITUTION:A low gear stage is selected through a submission 4 and operation is selected by a governor, a switch 16 is turned off and a switch 15 is also turned off. Accordingly the transistor 13 is deenergized while a transistor 14 is energized. Accordingly, the base voltage of a transistor 12 becomes the ground voltage, no current runs through a circuit composed of an electrical connection terminal 20, a buzzer 11, the transistor 12 and a ground, and therefore the buzzer does not issue an alarm. Meanwhile when a high speed running mode is selected through the submission 14 while the governor mechanism is held in the operation, the switches 15, 16 are turned on. As a result the transistor 12 is turned on and current runs through the buzzer 11 which therefore issues an alarm.
