<p><P>PROBLEM TO BE SOLVED: To provide a liquefying method and apparatus for waste plastics which can efficiently control thermal cracking conditions, in the recovery of cracked oils formed by thermally cracking and liquefying the waste plastics. <P>SOLUTION: The most suitable cracking condition in the liquefying method of the waste plastics is determined by following steps: measuring a bulk density of a waste plastics ground material and a hydrogen content per unit apparent volume by determining aγ-ray counting rate and a neutral beam counting rate, measuring a content ratio of each plastic in the waste plastics using the above-measured value, and a bulk density of the each waste plastic ground material and a hydrogen content per unit apparent volume, and determining the most suitable thermal cracking condition of the ground material using the content ratio.
