<P>PROBLEM TO BE SOLVED: To provide a safety determination method to improve safety and to smoothly transmit/receive information while maintaining appropriate safety. <P>SOLUTION: Biometric information authentication is performed, and the environment information of an information processor 1 is collected. The information processor 1 transmits the collected environment information to a first authentication device 2. The information processor transmits an electronic certificate issued from a second authentication device 3 and information ciphered with personal keys to the first authentication device 2. The first authentication device 2 acquires the public keys of the second authentication device 3 and the public keys of the information processor 1, decodes the ciphered information, and determines whether the ciphered information may be appropriate. The first authentication device 2 refers to an environment information database and the transmitted information, and determines whether the transmitted information may be appropriate.
