PURPOSE:To attain multi-pattern processing at a high speed with simple configu ration. CONSTITUTION:A picture signal is stored in a frame memory (FMEM) 3, the signal is subject to block processing by a prescribed block size, the result is subject to orthogonal transformation (DCT), frequency component data are attained for each block, the result is coded and recorded on a recording medium (MD) 24, and data read from the MD are decoded, subject to inverse DCT to restore the data into original block data at reproduction and is restored to the picture signal, then the device is provided with means 6, 21 inputting and outputting a DC component (DC) and an AC component (AC) separately, control means 23, 25, 26 separating the MD into each exclusive area for the DC and the AC, applying recording control to the DC and the AC from the output COD in their respective areas and reading only the DC from the output COD in the reduction mode and reading both the components respectively in the usual mode, a write control means storing the read DC data to an FMEM to obtain a reduced picture and means 2, 3, 4 reading the data of the FMEM to form a picture signal. |
