A normal operation judging method for a fluorescent lamp used as a light source of a charge coupled device (CCD) for image scaning device of facsimiles comprises the four steps. In the first step the fluorescent lamp is turned on by the system controller, and the paper is moved to a reading position sensor. In the second step the number of white lines are detected by the detecting signal of a detecting circuit to find out that the number of white lines is less or more than a standard number. When the number of white lines is less than the standard number, the third step recognizes it as an abnormal state. When the number of white lines is more than the standard number, the fourth step moves the paper to the real reading position and reads the information of the paper.
