The method comprises (1) air-pressure spraying on glass wool a mixed binder of 3.0-9.0 wt.% phenolic resin, 85-94 wt.% water, 0.1-0.3 ammonium sulfate, 0.3-0.9 wt.% ammonia, 0.8-2.0 inorganic pigment, 0.5-2.0 wt.% water repellent, and 0.8-1.0 wt.% of crosslinking agent and inorganic curing agent to obtain a coating rate of 13-17 %, (b) bundling the coated glass wool in the form of a plate of a proper thickness using a bundling apparatus, (c) heat curing and drying the bundled body in a hot air dryer or a plate-type heater, (d) attaching a thin aluminum film to one side of the bundled wool plate kraft paper, glass yarn or polyethylene film.
