PROBLEM TO BE SOLVED: To provide a light-weight fiber-reinforced plastic being excellent in strength, heat-insulating properties, water resistance and torsion strength, while reducing the usage of an expensive reinforcing fiber, and to provide a reinforced heat-insulating composite material for a cold insulation container by using the plastic. SOLUTION: The fiber-reinforced plastic is obtained by impregnating a reinforcing fiber material 2 with a binder resin 3 mixed with a reinforcing filler 4, and curing the resultant product. The reinforced heat-insulating composite material is obtained by nipping both side surfaces of a sheet-shaped or plate-shaped foam material 7 with a pair of the fiber-reinforced materials 2 impregnated with the binder resin 3 mixed with the reinforcing filler 4, and compressing the foam material 7 so as to be formed into a thickness for the wall material of the cold insulation container.
