PROBLEM TO BE SOLVED: To provide a charging circuit which can detect failure of a switching element quickly during charging operation of a secondary battery without interrupting the charging operation, and to provide a battery pack and a charging system with the same. SOLUTION: The charging circuit includes switching elements Q1 and Q2 for turning the charging current of a secondary battery 14 on/off, a current detection section 16 for detecting the charging current of the secondary battery 14, a charging control section 212 for supplying a pulse charging current to the secondary battery 14 by repeating a step of turning the switching elements Q1 and Q2 on, a step for turning only the switching element Q1 on, and a step of turning only the switching element Q2 on, and a failure decision section 213 for deciding that at least one of the switching elements Q1 and Q2 has failed when the charging current is detected at the current detection section 16 in the period when either only one of the switching elements Q1, Q2 is turned on.
