PROBLEM TO BE SOLVED: To provide a split map image creation device capable of preventing split map images of a small information content from being created in a large amount, preventing an increase of indices, and reducing a management cost of a map server, and to provide the map server, a program, and a data structure. SOLUTION: The map images are the split map images of such a rectangular shape varying in the information content according to places for displaying, and can be lined up like tiles; in addition, there is provided a split map image creating means for creating the split map images varying in sizes in such a manner that all of the split map images have nearly the same information content. The split map image creating means includes: a split map image splitting means for splitting the map image into fixed regions; an information content deciding means for deciding whether the information content of the split map images is equal to or below a prescribed threshold or not; and a control means for accumulating the split map images when the information content is equal to or below the prescribed threshold, and recursively repeating the map image splitting means and the information content deciding means relating to the split map images when the information content is greater than the prescribed threshold.
