PROBLEM TO BE SOLVED: To reduce a load on the client side and to properly obtain high-quality random numbers.

SOLUTION: This random number generation system is provided with a server 2 having a random reply means 22 sending a reply signal after the lapse of a random delay time in response to a transmission request signal arriving through a network 1, and a client 3 having a random number generating means 4 transmitting the transmission request signal to the server 2 through the network 1, detecting the arrival time of a returned reply signal and generating random numbers based on the arrival time information.
