The present invention relates to a vehicle license plate recognition camera system having an electromagnetic pulse protection function using a dummy cell. The vehicle license plate recognition camera system having an electromagnetic pulse protection function using a dummy cell comprises: a number recognition camera unit which photographs a license plate of a monitored vehicle and recognizes a vehicle number, and in which an electromagnetic shielding film including a transparent conductive layer is attached onto a surface of a lens; a shielding case in which the number recognition camera unit is accommodated, and which blocks an electromagnetic pulse (EMP) and circulates air via an electromagnetic shielding ventilation pipe formed on one side thereof; an excessive voltage blocking unit which includes a plurality of dummy cells automatically destroyed when an EMP having an intensity equal to or higher than a set intensity is introduced, and blocks an excessive voltage introduced via a power line adapted to receive external power; an uninterruptible power supply unit which supplies driving power to the number recognition camera unit under control of the over-voltage protection unit; a constant temperature and humidity unit which maintains set temperature and humidity inside the shielding case, and is configured so that a heat exchanger comes into tight contact with a part of the electromagnetic blocking ventilation pipe formed in the shielding case.
