PURPOSE:To improve the picture quality of a reproduced picture by using a delay circuit with a tap to operate the vari-speed reproduction of a video signal recorded by a recording format with H alignment deviated thereby eliminating deviation of picture and missing of black level at the varis-sped reproduction. CONSTITUTION:A delay circuit 13 is provided with the 1st 3rd delay output terminals 13A, 13B and 13C from which the result of delay of alpha, 0.5H+alpha, 1H+alpha given respectively to a supplied video signal is outputted respectively. Then each delay output obtained at the output terminals 13A-13C is selected by a signal selector switch 14 and fed to a signal selector switch 15. The signal selection switch 15 selects the delay video signal from the delay circuit 13 at the vari-speed reproduction mode to correct the continuity of H. Thus a reproduced video signal PBout with excellent picture quality without the missing of synchronization, deviation of picture and missing of black level is obtained from a signal output terminal 16.
