PROBLEM TO BE SOLVED: To improve the accuracy of detection of cell mis-distribution without causing deterioration in a transmission efficiency and limit of an information source able to be monitored. SOLUTION: Receiver (R) side VP monitor sections 20-1 to 20-n of R side IF sections 2-1 to 2-n conduct synchronization processing of cells received from ATM terminal equipments 5-1 to 5-n and add a VP monitor number corresponding to a VPI number of the ATM terminal equipments 5-1 to 5-n to HEC bytes being areas not in use and send the result to sender (S) side IF sections 4-1 to 4-n via a switch section 3. S side VP monitor sections 40-1 to 4-n of the S side IF sections 4-1 to 4-n interpret a VP monitor number added to the HEC bytes of the S side input cell and give the result of interpretation to a control section 1. The control section 1 monitors mis-distributed cells by checking whether or not the VPI number of the sender is coincident with the VP monitor number of the result of interpretation.
