<p>PROBLEM TO BE SOLVED: To improve efficiency, without making waste at the time of encoding a present pixel value and a difference value so as to transmit. SOLUTION: In a first field orthogonal transformation encoding circuit 22, a pixel-encoding circuit 30 orthogonally transform-encodes a first block pixel itself consisting of only the first field of an image-producing interlace structure. On the other hand, in a second field orthogonal transformation encoding circuit 23, a difference signal generation circuit 31 generates the difference signal of first and second fields, and a difference signal encoding circuit 32 orthogonally transform-encodes the difference signal. Thereby, a one-side field is always encoded from a pixel value, and data are compressed by the generation of the difference signal.</p> |
