SOLUTION: If ID information from a navigation unit(NU) included in a reception signal from the NU of a vehicle belongs to a prescribed group (S51 to S52), data of status bits of this reception signal and the version of background data stored on the vehicle side at present are compared with each other (S56 and S57). If there is background to be transmitted as the result, a vehicle signal including information requested to be distributed and background data to be transmitted is transmitted to the NU through a radio base station (S58 to S60).
