The device (1) has a circular rotating ring (2) presenting U-shaped profile pivoting along loads e.g. vehicle. A central disk (4) is immobile and follows rotation of the ring having anchoring, where the disk is supported by rollers. The ring has sub-assemblies divided into many elements and permitting rotation of the ring from zero to three sixty degrees. A push rod permits manual rotation of the ring and a gear motor permits automatic rotation, where the motor is placed inside or outside the ring.
