<P>PROBLEM TO BE SOLVED: To shorten a processing time without receiving the influence of a time zone so much. <P>SOLUTION: A first authentication device 10 includes a personal information sensor 20, a template data storage device 24, communication equipment 26, a determination device 30; a comparing device 30, and an output device 38. The personal information sensor 20 measures a value. The template data storage device 24 stores template data expressing requirements about the value measured by the personal information sensor 20 by associating the template data with a user. The communication equipment 26 receives object information expressing the user. The determination device 30 selects the template data so that the template data corresponding to object information can be put in an earlier order than the template data corresponding to any information other than the object information. The comparing device 32 decides whether or not the measurement value satisfies the requirements expressed by the template data.
