PROBLEM TO BE SOLVED: To provide an image blur correcting unit having such a structure that the flexible board itself is hardly deformed, and also, the flexible substrate is hardly disconnected from a connection part; to provide an image blur correcting device equipped with the image blur correcting unit; to provide a photographing apparatus equipped with the image blur correcting device; and to provide a portable device equipped with the photographing apparatus. SOLUTION: One end of the flexible board FR1 is connected to a sensor board PCB on which a CCD 112 is mounted, and the flexible board FR1 is drawn from a holding module so as to extend outwardly through the portion closer to an axis point PB between the axis point PB and a first driving point D1 and through the portion closer to the axis point PB between the axis point PB and a second driving point D2. The flexible substrate is drawn from the axis point PB being a position where the oscillation of the holding module is reduced to the utmost, consequently, the oscillation of the holding module 202 is hardly transmitted to the flexible substrate FR1.
