PROBLEM TO BE SOLVED: To provide an actuator easy in design modification, and to provide a blade drive device for a camera provided with it. SOLUTION: An electromagnetic actuator 1 includes: an excitation coil 40; a stator 10 excited in a different polarity by energization to the coil 40; and a rotor 20 rotated by being magnetized in the different polarity in a circumferential direction and being acted with the stator 10 by magnetic force. The actuator has an output member 30 for outputting rotation of the rotor 20 to a first blade 60 and a second blade 70 by being integrally rotated with the rotor 20.
