PROBLEM TO BE SOLVED: To provide a complexed high-polymer electrolyte having an excellent rigidity, strength, and heat resistance and capable of suppressing a micro short circuit and gas leak efficiently.

SOLUTION: The complex high-polymer electrolyte 10 is equipped with a solid high-polymer electrolyte 12 and a clay mineral 14 dispersed in the electrolyte 12. The clay mineral 14 should preferably be stratified, and such a stratified clay mineral should preferably be dispersed in the solid high-polymer electrolyte 12 so that the layer surfaces are parallel to one another.
