PROBLEM TO BE SOLVED: To prevent the deterioration of treated water even if the treated water is returned to a biological treatment tank by enhancing the biological activity of sludge without solubilizing the sludge to promote the self- decomposition properties of the sludge.

SOLUTION: Since the biological activity of the sludge can be enhanced by treating the sludge, which is preliminarily pulverized mechanically by a mechanical pulverizer 38, with ozone in an ozone reaction column 72, the self- decomposition properties of the sludge are enhanced to accelerate the volumetric reduction of the sludge. Since ozone reactivity can markedly be reduced by preliminarily pulverizing the sludge mechanically before ozone treatment, the solubilization of the sludge can also be prevented by ozone treatment.
