PURPOSE:To reduce the man-hour and the time required for resource update work to prevent the occurrence of misoperation by simultaneously updating resources in a lower-order device. CONSTITUTION:In a higher-order device 100, a substitution job stream generating means 1 generates a substitution job stream A to be executed in the lower-order devices, and a lower-order device substitution resource generating means 2 generates resources, namely, execution modules B1 to Bn, job streams C1 to Cn, and application menus D1 to Dn which should be substituted with resources of lower-order devices. A data coupling means 3 couples job streams and resources, which are generated by the substitution job stream generating means 1 and the lower-order device substitution resource generating means 2, to generate a substitution data set group E, and a data transfer means 4 sends this substitution data set group E to a lower-order-device 200. Thus, the man-hour and the time required for resource update work are reduced to prevent the occurrence of misoperation.
