PROBLEM TO BE SOLVED: To provide a polymer matrix obtained by crosslinking an EPDM comprising vinyl norbornene as a diene (a vinyl norbornene-based EPDM) by a hydrosilylation reaction, which has sufficiently developed structure formation and contains a polyolefinic resin functioning as a part exhibiting fluidity and as a binder, and to provide a manufacturing method therefor. SOLUTION: The polymer matrix comprises a polyolefinic thermoplastic elastomer, as a dispersant, obtained by forming a crosslinked rubber in a polyolefinic resin and, dispersed therein, a crosslinked vinyl norbornene-based EPDM obtained by crosslinking by a hydrosilylation reaction or one having replaced a part of the EPDM by an atomic group bearing a non-conjugated double bond other than vinyl norbornene.
