SOLUTION: A self-mobile radio equipment communication system storing part 301 is replaced with a radio communication system to be used at the time of transmission by a switching condition part 302, and the contents of the self- mobile radio equipment communication system storing part 301 are communicated to a radio communication system switching means 1030, so that the radio communication system to be used can be switched by the radio communication system switching means 1030, and that the transmission can be realized in the switched radio communication system by the self-mobile radio equipment.
