PROBLEM TO BE SOLVED: To provide a fixing device in which fixing is performed without disturbing particulates containing a resin, such as a toner or the like on a medium, such as paper, and the fixing of the resin particulates to the medium is rapidly performed after application of the fixing solution to the medium stuck with the resin particulates, and further, the application of the slight amount to the extent of not giving rise to a residual oil portion in the medium is possible, a fixing method and fixing device using the fixing solution, and an image forming method and an image forming apparatus. SOLUTION: The fixing device applies the fixing solution containing a softener to soften the resin particulates containing the resin by dissolving or swelling at least a portion of the resin to the resin particulates on the medium to fix the resin particulates to the medium. The fixing device includes a foam-like fixing solution generating means for forming the foam-like fixing solution, a film thickness control means for controlling the film thickness of the generated foam-like fixing solution, and an application means of applying the foam-like fixing solution controlled in the film thickness to the resin particulates on the medium.
