<p><P>PROBLEM TO BE SOLVED: To provide a motion vector decoding method and a decoding device that can reduce the waiting time caused by interdependence of variable-length decoding processing and motion vector prediction processing, and shorten the processing time. <P>SOLUTION: A VLD transmits picture parameters to a MVP (ST11). The MVP predicts on all assumed conditions, determines the presence of HYBRIDPRED and generates 4-bit flag USEDHYBRID by deciding whether a hybrid prediction is made for each condition. In a ST12, a flag is supplied to the VLD. The VLD receiving the flag determines the presence of HYBRIDPRED. When the HYBRIDPRED is present, the VLD outputs MB information of bitstream and 1-bit HYBRIDPRED to the MVP. When the HYBRIDPRED is absent, the VLD outputs MB information of bitstream to the MVP (ST13). Thus, the VLD can outputs the MB information and HYBRIDPRED together to the MVP.
