Each mobile station device (12) includes a channel allocation refusal determining section (50), which determines a subchannel refused to be allocated from a base station device (10), based on a communication quality measured for each subchannel by a communication quality measuring section (44); a section (52) for creating RMAP and the like, which creates refusing channel information (RMAP information) indicating the allocation refusing subchannel; and a transmitting section (54) which informs the base station device (10) of the created RMAP information. The base station device (10) includes a section (26) for acquiring the RMAP and the like, which acquires the RMAP information informed from each mobile station device (12); and a subchannel allocating section (32), which determines whether to change the subchannel to be allocated to each mobile station device (12), based on the acquired RMAP information and allocated channel information (MAP) indicating the subchannel allocated to each mobile station device (12).
