PURPOSE:To use the device by a photographer on hand by detecting that an operator touches with a lens-barrel and providing a locking means to fix a holding mans to a fixed position. CONSTITUTION:When it is detected by a detecting circuit 49 that a human finger touches with a focus ring 47 or a zoom ring 48 of a photographing lens, an electric power source is supplied to a motor 40 by a control circuit 34 and the motor 40 is rotated. Thus, the swaying of a lens-barrel 12 supplied to a video camera is detected by angle speed sensors 32 (panning direction) and 33 (tilting direction), a control circuit 34 supplies the electric power source to stator twisting lines 22 and 31 of actuators 35 and 36 and executes the control so that the output from the angle speed sensors 32 and 33 can be zero, the swaying of the lens-barrel 12 to the absolute coordinates is eliminated, and the picture vibration in the horizontal and vertical directions can be decreased.
