PURPOSE:To increase a retrieving capacity by constituting an electronic file and a static file, deleting the information with a low activity degree in the latter and replacing the information with a high activity degree in the former. CONSTITUTION:Picture information such as a document is read by an picture reader 1, converted to an electrical signal and stored through a control part 6 to an electronic filing device 2a. Out of all pieces of picture information stored in the electronic filing device 2a, a list is prepared in the sequence with a high retrieving frequency concerning the picture information which is not stored into an electronic filing device 2b and a list is respectively prepared in the sequence with a low retrieving frequency converting the picture information of the electronic filing device 2b. In the sequence from the upper order of the list, a retrieving frequency is compared, the picture information, in which the number of the retrieving degree is made reverse, is extracted, deleted from the electronic filing device 2b and the picture information is shifted and stored from the electronic filing device 2b to 2b.
