PROBLEM TO BE SOLVED: To provide a flame-retardant coating agent improved in flame- retardant action, froggy hand, and cleaning resistance by compounding a film- forming binder with melamine polyphosphate. SOLUTION: A film-forming binder (100% concentration) is compounded with melamine polyphosphate of the formula: HMPO3 as a flame retardant in a wt. ratio of (10-1):(1-5). In the formula, M is melamine; and n is 2 or higher, especially 2-10,000. Melamine polyphosphate can be prepared by heating melamine pyrophosphate in nitrogen at 290 deg.C or higher until the wt. becomes constant. Examples of the film-forming binder are a polymer based on vinyl acetate, a copolymer based on vinyl acetate, ethylene, and vinyl chloride, a copolymer based on vinyl acetate and long-chain branched carboxylic acid vinyl ester, a copolymer based on vinyl acetate and di-n-butyl maleate, and a copolymer based on vinyl acetate and an acrylate.
