A power generating device is provided to store electrical energy generated from a power generating device in an accumulator and driving electrical devices or electronic products by using the electrical energy stored in the accumulator. A power generating device comprises a case(2), an extending/retracting unit(3), a lift driving unit(4), a step-up rotation unit(5), and a generator(6). The case is buried under a road surface(100) on which a vehicle travels. The extending/retracting unit is mounted on the case and protruded to a predetermined height from the road surface, so that the extending/retracting unit is lowered toward the case by the load on each wheel of the vehicle traveling on the road surface and returns to the original position. The lift driving unit is arranged in the case and mounted on the bottom of the extending/retracting unit so as to convert the vertical motion or curved motion resulting from the descending operation of the extending/retracting unit into rotating motion. The step-up rotation unit is arranged in the case and includes an input side rotating body(51) for converting the descending operation of the lift driving unit into rotating motion and an output side rotating body(52) for outputting the RPM of the input side rotating body as increased RPM. The generator is arranged in direct contact with the output side rotating body, so that the generator rotates in one direction with higher RPM than that of the output side rotating body during descending operation of the lift driving unit. The generator does not rotate in a reverse direction when the lift driving unit rises.
