PROBLEM TO BE SOLVED: To achieve high-quality transmission while suppressing the increase of transmission bands.

SOLUTION: A data distribution system is constituted of a distribution apparatus for spontaneously resending a packet in accordance with the characteristics of data to be distributed and a receiving terminal 2 connected to the distribution apparatus 1 through an IP network 3 and capable of restoring the data on the basis of the resent packet when a loss is generated in the packet, wherein the characteristics of data mean a degree of influence of the data on the system due to the generation of the loss in the packet and is shown by two high and low steps.
