PROBLEM TO BE SOLVED: To provide a switching controller, a switching control method and a program for surely performing the transition of a plurality of devices to an instructed mode by inputting an instruction relating to the switching of a mode only once. SOLUTION: When the instruction of transition to a maintenance mode is input to an input/output device, the input/output device notifies a control means of the input, and the control means makes an inquiry about whether or not the input is a mode transition input to a mode transition input decision means, and a switching means notifies the control means that the input is the mode transition input, and the control means instructs the transition to the maintenance mode to a PC, and the PC performs transition to the maintenance mode, and when the transition succeeds, the control means is notified of the success of transition, and the control means instructs the transition to the maintenance mode to a copying machine, and a copying machine performs transition to the maintenance mode, and when the transition succeeds, the control means of the switching device is notified of the success of transition.
