PROBLEM TO BE SOLVED: To transmit the data to be transmitted at a predetermined timing without delay and also transmit the other data larger in amount that data without shortage. SOLUTION: A transmission data converting circuit 15 takes out maintenance data, control data, voice data, and image data from a control data memory 10, a maintenance data memory 11, a voice data memory 12, and an image data memory 13 in the form of a specified size of block each time a predetermined cycle passes therethrough in the form of a block with a specified size, and so stores them in a transmission data memory 20 that it amounts to a data amount determined in the order of the maintenance, control, voice, and image data. The data is transmitted from a radio transmission control device 33. When the data is received by the radio transmission control device 33 of the receiving side device, it transmits various blocks to each of various memories 10, 11, 12, 13 according to the types of the blocks.
