PROBLEM TO BE SOLVED: To facilitate the management of security accompanying the change of the necessity of security protection. SOLUTION: An ID number for identifying a user, which contains an information on a department to which the user belongs, is received (S13), access right specification information showing that the access to the information related to the department by the user is permissible or not is read from an access right information storage means for storing it in conformation to ID numbers on the basis of the received ID number, and it is judged whether the access is permissible or not on the basis of the read access right specification information (S14). When a plurality of pieces of department information is related to the user, it is judged whether the access to the information related to each department related to the department information is permissible or not. |
