PROBLEM TO BE SOLVED: To provide an on-vehicle hands-free speaking apparatus capable of suppressing the concentration of a driver from being loose, or capable of enhancing safety even if the concentration of the driver becomes loose. SOLUTION: The on-vehicle hands-free speaking apparatus 1, which is mounted on a vehicle and exchanges voice signals with a voice communication terminal 2, comprises: a voice input means 15 for inputting a voice; a voice output means 16 for outputting a voice; a speech judging means 23 for judging whether it is under a hands-free speech via the voice communication terminal 2; and a device control means 25 for controlling the on-vehicle hands-free speaking apparatus 1 based on a result of the judgment due to the speech judging means 23.
