Provided are a non-oriented electrical steel sheet, and a method for manufacturing the same. According to one embodiment of the present invention, the non-oriented electrical steel sheet has a coating layer containing Fe and P formed on one surface or both surfaces of a base steel sheet. The coating layer comprises 5-20 wt% of phosphorus (P) and a remaining amount of Fe and impurities on the basis of 100 wt% of the total composition.
