The present invention relates to a user terminal control system and a user terminal control method to automatically check a location of a user terminal and apply a security policy in accordance with the location. The system comprises: an access point (AP) receiving an access request signal based on a second location from a user terminal adopting a first security policy based on a first location to combine with the user terminal; and a management server receiving a policy modification checking request signal for applying a second security policy from the AP combined with the user terminal, and checking the location of the user terminal based on the received policy modification checking request signal to transmit a user terminal control signal reflecting a second security policy based on the checked location to the user terminal through the AP. At least one function of the user terminal is controlled based on the user terminal control signal received from the management server through the AP.
