PURPOSE:To make the data communication efficient by switching a channel in response to the operating state of the channel of a subscriber line. CONSTITUTION:The system is provided with a packet communication control section 2051 controlling a packet call using a D-channel and a B-channel and a channel monitor section monitoring the operating state of each channel on an accommodated subscriber line at the packet communication using the D- channel on the accommodated subscriber line. Then the operating state of channels B1-Bn accommodated at packet communication is monitored and the takeover of the packet communication is implemented to an idle channel when a channel at a transmission speed higher than the speed of the channel used for the packet communication exists. Thus, the channels in the subscriber line are effectively used.
