PURPOSE:To encode a picture signal with the signal divided into plural components and to improve the picture quality when the signal is decoded and composed again by providing 1st, 2nd quantization means and a variable length coding means on the transmitter. CONSTITUTION:When a picture signal S1 including improper part for coding locally is sent by performing division coding into plural components S2 by a method such as Weblet transformation or the like, a 1st quantization circuit 32 controls a quantization control signal S21 at every block S20 comprising the small area unit of a coefficient comprising each component S2 so that distortion in a picture, and/or visual disturbance caused by distortion is uniformized. Coefficient data S22 obtained through quantization in the 1st quantization circuit 32 are inputted to a 2nd quantization circuit 34 as coefficint data S23 via a rearragnement use 2nd memory 33. Quantization is performed according to the transmission path in the 2nd quantization circuit 34. Then the quantization is performed by multiplying the inputted coefficient data S23 by a weight designated by a quantization control signal S26. |
