PROBLEM TO BE SOLVED: To guarantee data transfer in a packet unit even if overflow occurs. SOLUTION: The IO (input and output) processor 1 comprises a stream input control part 11 which successively inputs stream data consisting of a plurality of continuous fixed length packets in a first data unit smaller than the packet length; a bus master operation control part 13 which successively outputs data onto a bus in a second data unit different from the packet length; a transfer buffer 12 which accumulates data inputted by the stream input control part 11 in the second data unit until data is outputted onto the bus 3 by the bus master operation control part 13; and a transfer buffer input control part 14 which controls, when overflow occurs in the transfer buffer 12, to solve the overflow by temporarily stopping the data input at least in the stream input control part 11 and restart the data input in the stream input control part 11 in the state of a packet-based omission of data.
