A bootstrapping method for executing applications in mobile communication networks is provided to minimize a bootstrap delay time by executing query on VLR/SGSN having a short access time. A user terminal(100) requests authentication information from a bootstrap server(200). The bootstrap server requests authentication information from one of a VLR(Visitor Location Register) and a SGSN(Serving GPRS Support Node). The bootstrap server requests self-authentication by transmitting a part of the authentication information to the user terminal. According to the request of the user terminal where a first code key for user authentication is generated, the bootstrap server authenticates the user terminal. The bootstrap server generates a second code key to be supplied to an application server.
