PROBLEM TO BE SOLVED: To provide a light modulating material having ultraviolet absorbing characteristics, self-cleaning characteristics and photochromic characteristics, a light modulating member, and a method for manufacturing the light modulating member. SOLUTION: The light modulating member 1 is provided with a substrate 2 and a thin film 3 formed on one surface of the substrate 2. The thin film 3 is constituted of a porous thin film composed of titanium oxide, and silver (silver particle or silver ion) 4 is adsorbed on the thin film 3 so that the atomic ratio (Ag/Ti) of silver (Ag) to titanium (Ti) of the titanium oxide becomes in a range of 0.01-0.1.
