PURPOSE: A private exchange network access points and an IP(Internet Protocol)-based wireless private exchange system by including the same and a method for transmitting a call by using the system are provided to detect the position of an information communication terminal possessed by a called person, thereby capable of transmitting the call by wireless communication. CONSTITUTION: An analog trunk gateway(200) transmits and receives a call between a PSTN(Public Switched Telephone Network) and an IP-based private exchange network. Plural private exchange network access points(400) perform a LAN(Local Area Network) wireless data communication with a portable information communication terminal. The access points detect identification information of the portable information communication terminals existing within a management area and then provides the detected information as position information of the terminals. A call management server(300) registers, updates and manages the position information of the terminals and provides position information relating to a corresponding terminal when requesting the position information by the terminal, thereby controlling wholly a call transfer within the PSTNN or inside of the private exchange network.
