PROBLEM TO BE SOLVED: To obtain a flame retardant for a resin, which is nonhalogenated and made antimony-free, has excellent flame-retardant effect and has no adverse effect on a resin composition of a matrix and a flame-retardant resin composition using the same and to provide a method for producing the flame retardant for a resin. SOLUTION: The flame retardant for a resin is a resinous substance comprising only C, H, O and N as elements of residue obtained by thermal decomposition of a cured material of reactive four components of a bisphenol A type epoxy resin, an aliphatic glycidyl ether, a polyfunctional tertiary amine and a primary amine or secondary amine and has the ratio of spectral intensity of hydroxy group to spectral intensity of benzene ring in an infrared spectroscopy spectrum of 0.3-1.0.
