PROBLEM TO BE SOLVED: To cause hydraulic fluid having a small amount of aeration to flow from a low pressure chamber into a high pressure chamber. SOLUTION: With downward movement of a plunger 20, the hydraulic fluid of a small air content in the high pressure chamber 35 passes through a clearance between an outer periphery of the plunger 20 and an inner periphery of a body 10 and returns to a low position in the low pressure chamber 25 from a return hole 31. When a check valve 36 opens with upward movement of the plunger 20, the hydraulic fluid of the small air content returned to the low position flows into the high pressure chamber 35. The hydraulic fluid of the small air content thus circulates between the high pressure chamber 35 and the low pressure chamber 25. The hydraulic fluid moving upward through the clearance between the outer periphery of the plunger 20 and the inner periphery of the body 10 is guided to the return hole 31 by a seal member 34 without reaching an internal communication hole 29.
